A device for forming an electrical connection between a conducting cable covered with an insulating sheath and a second conductor, of the type comprising means (5a, 5b) adapted to perforate the insulating sheath of the cable under the action of a threaded clamping member (6) provided with a control head (7) which is intended to be separated from the threaded clamping member at the level of a groove (8), under the action of a clamping torque corresponding to the clamping torque required so that the perforation means pass completely through the insulating sheath, so as to ensure good electrical contact between the cable and the second conductor, and an insulating case (10) covering the perforation means and the threaded clamping member, characterized in that the groove (8) separates the control head (7) into two coaxial elements (7a, 7b), one (7a) allowing the clamping torque to be applied while the other (7b) allows disassembly or subsequent reclamping : and in that the insulating case (10) comprises a chimney (15) from which the control head (7) projects when it is not broken, as well as a removable closure cover (16) adaptable to the chimney (15) only after breakage of the control head (7) at the level of the groove (8), this cover (16) being connected to the case (10) by a flexible strip (17).
