L'invention a pour objet des dispositifs et un procédé de transbordement entre un bateau et une structure fixe située en pleine mer, non abritée. Un dispositif 3 selon l'invention comporte une passerelle orientable 4 articulée autour d'un axe vertical 8 formant un parallélogramme articulé autour de deux axes horizontaux, 15, 16 et de deux axes 26, 27 articulés sur une structure 28 qui supporte un escalier 6, lequel s'appuie sur le pont d'un bateau 2 par l'intermédiaire d'une suspension oléopneumatique 34, d'une articulation à rotule 33 et d'un coussin d'air 32. Une application est la desserte en personnel, en matériel et en denrées alimentaires des plateformes de recherches pétrolières situées en pleine mer.
