For this purpose, a rotary member (13) positioned on the shaft (12) rotates in the opposite direction. The shape, the size, the masses and/or the rotation speeds of the pulling wheel (10) and the rotary member (13) as well as other rotating members (26, 25, 14, 27, 28, 34, 33, 15, 35, 36) are selected so that the products of the moment of inertia of the mass and of the angular speed of the members revolving in opposite directions are approximately the same. The pulling wheel (10) and the rotary member (13) are positioned on the common shaft (12) by means of hollow shafts (28, 36). The hollow shafts (28, 36) are rotatingly supported (31, 32; 38, 39) by the shaft (12) in order to dampen the centrifugal forces directed against the frame (1). The product of the total mass of the element (25, 26, 14, 27, 28, 31, 32, 12, 24) cooperating with the pulling wheel (10) and the distance between their common barycentre and the longitudinal axis of the frame (1) is approximately equal to the product of the total mass of the members (33, 34, 15, 35, 36, 38, 39, 24, 12) cooperating with the rotary member (13) and the distance between their common barycentre and the longitudinal axis of the frame (1).
