Inside the casing there are arranged an electric motor (116) carrying a pinion (118), an inertia mass (114) carrying a pinion (115) and a coupling wheel (125, 126) mounted on a pivoting part (128). In a first position of the pivoting part, the motor (116) sets the inertia mass (114) in motion. In a second position of said part, the energy stored by the inertia mass is transmitted to the wheel (124) which is integral with the shaft of the drive wheels.
