Element, comprising an insulating block (10) of elongate form made of a thermally insulating material, especially of expanded polystyrene, and a strong rib, especially made of reinforced or pre-stressed concrete, integrated along the length of the insulating block and constituted by at least one prefabricated girder (22) having an inverted T-shaped cross-section which is fitted into a longitudinal groove (20) of suitable shape which is provided in the insulating block over its entire length and which emerges at a top face (12) of the insulating block. <IMAGE>
