CONSTITUTION: Spiral ridges 3, 4 consisting of at least two continued spiral projections are formed on the circumferential surface of a circular sectional plastic cylinder 1 for enclosing groups of PC steel wires 12. The spiral ridges 3, 4 are formed in different directions at the same or different pitches. The spiral ridges 3, 4 may be formed in the same direction but at different pitches. According to this, the flow property of the axially moving grout material is never obstructed, and the grout material can be perfectly filled in the space while pushing out air or water.
