[origin: JPH01285551A] PURPOSE: To effectively and safely cut a web by embedding a cutter in a support plate forming a part of a table for supporting a winding roll, and freely movably providing the cutter from a rest position to an operating position projecting from the table. CONSTITUTION: When a winding roll is moved from a winding bed toward a lowering table 21, a cutter 28 is still rest to be embedded in a support plate forming a part of the table 21. Subsequently, when the winding roll reaches the final position on the table 21, the cutter 28 is displaced to the operating position by a driving device 35. As a result, a cutting element 33 is operated to webs 16, 1 extended from a central drum through the winding bed toward a support drum and the winding roll to cut the webs.
