The construction of the tool is simplified and the ribbon can be processed without waste, because the holding device comprises a clip (11) which presses one side of the free end (3A) of the ribbon against the other end (3B) of the ribbon supported by an abutment (4) and the cutting device (13) is mounted on the side of the clip (11) opposite the lock holder (5).
