CONSTITUTION: A feed roller 20 is pressed toward a feed roller 18 with a pre- loading apparatus 76 and the rotational speed of the roller is adjusted so as to keep the product (n×x) to a constant level at least on an average, wherein (x) is the gap between the roller 18 and the roller 20 separated by the pressure of a fiber flock 60 and (n) is the rotational speed of at least one of both rollers.
