[origin: WO9111947A1] In a device for issuing web sections from a roll, the metering roller (1) has a frictional coating (2) and has on the frontal surfaces (43) a spiral guide (3) to actuate a slide (6). The slide (6) has a blade (12) and is held in the spiral guide (3) by a return spring (15). A release rod (10) is rotatably arranged on the slide (6) and has stopping surfaces (17, 82) which may engage with a stop (18) on the front surface (43) of the metering roller (1) and form a blocking device. When the paper web (39) is pulled down over the metering roller (1), the latter rotates, the blade (12) is brought from its inoperative to its operative position and the blocking device engages. When the paper web (39) is torn off against the blade (12) the latter pivots thus releasing the blocking device, the metering roller (1) rotates through a few degrees to the second, inner stopping surface (82) and the blade (12) returns to its initial position.
