Electrical conductivity excellent for an electrically-conductive heating element can be provided by uniformly dispersing, in a matrix made of a ceramic or the like, foliated fine graphite particles having a particle size of 1-100 mu m, a thickness not greater than 1 mu m and an aspect ratio of 10-5,000.
