A safety cover (13) for covering the circumferential surface of a plate cylinder (3) is suspended and is vertically opened/closed by a pressure cylinder (5). A plate reception member (21) and a plate holder (23) are mounted on the safety cover (13) to hold a plate (24) to be mounted on the plate cylinder (3). In mounting the plate (24), the safety cover (13) is opened, and the lower end of the plate (24) is removed from the plate holder (23) and is inserted into a plate lockup device (28) mounted in the plate cylinder (3). At this time, notches (32) formed at the lower end of the plate (24) are respectively engaged with reference pins (31) formed on the plate lockup device (28).
