This device is of the type comprising a certain number of lifting carriages (3) which move on the track (4) and at least one lifting gantry crane (1) which moves on caterpillar tracks (7) for transporting, laying or replacing track components. The device is characterised in that it has only one gantry crane (1) for transport and for lifting which is capable of moving on caterpillar tracks (7) or on the track (4), as well as a certain number of lifting carriages (2), at least two, which depends on the dimension of the track component (5).
