The lower portion can be connected to the container opening by a base unit (21) and has a pouring spout. The said spout is connected to the lower portion by elastic extensible bellows (22), and the screw cap with the cap base and the cap casing, which is provided with an inner screw thread (13), can be screwed on and off the pouring spout, which has an outer screw thread (24). As a simple child-proofing feature, the pouring spout of the lower portion is provided with at least one stop lug (26) outside the outer screw thread in the transitional area facing the bellows, the said lug has a flat leading edge (27) in the screw-on direction and becomes a steep detent edge (28), so that the cap casing is locked with the stop lug in the screw-on position and prevents the screw cap from being unscrewed. By depressing the bellows in the region of the stop lug, the engagement of the screw cap with the pouring spout can be broken and the screw cap can then be unscrewed.
