[origin: WO9632093A1] A foaming agent comprising at least a polyoxyethylene and/or polyoxypropylene type of nonionic surfactant which has a total HLB by Griffin method of a least 12, and provides improved foaming characteristics to foaming cosmetic compositions. In one preferred ebodiment of the present invention, the forming agent is comprised in a foaming cosmetic composition such as a hair mousse composition comprising the foaming agent and further comprising a solvent and optional components such as polymer, preservative, and propellant.
