The heater has a structure provided with a heating chamber for holding a material to be heated therein, a microwave generating means for applying microwaves to the material to be heated, a vapor generating means for supplying vapor to the heating chamber, and a control means for controlling the microwave generating means and vapor generating means so that the temperature of the inner portion of the material being heated and that of the outer surface thereof substantially agree with each other.
