[origin: WO9833099A1] The present invention is directed to a system and method for providing backup protection for the failure of a relay and circuit breaker in a feeder which is simple to implement and requires minimal space requirements. A programmable controller is coupled to the feeders of a power substation including the circuit breakers and relays. The programmable controller detects when a relay has failed to detect a predetermined condition (Fig. 3a, 100) and enables a backup protection to provide a signal to the circuit breaker associated with the failed relay to cause the circuit breaker to trip (Fig. 3b, 120). The programmable controller also is coupled to detect the failure of a circuit breaker to open on command and generates a command signal to all circuit breakers coupled to the programmable controller to open. The present invention also provides a system and method for integrated reclosing of circuit breakers in a power substation. The programmable controller is programmed to detect the opening of a circuit breaker and initiate a reclosing window during which time it can generate a command signal to the opened circuit breaker commanding it to close.
