A message unit adding/rewriting information storage part (13) stores the message unit adding/rewriting information. A collation part (11) collates the given information with the message unit adding/rewriting information. A message unit changing part (7) can change the states of the respective data holding parts from 1st states to 2nd states only. However, the data changing part (7) may also change the states of the respective data holding parts from the 2nd states to the 1st states in accordance with the collation results of the collation part (11). That is, the states of the respective data holding parts can be normally changed from the 1st states to the 2nd states (change in the direction in which the message unit decreases) only.
