[origin: WO9920035A2] The invention relates to an access and billing method using a chip card in order to obtain services and/or support from telecommunications networks, supply networks and the like by utilising a decentralized subscriber connecting system with a peripheral counting and locking element and a subscriber connecting unit connected thereto. According to the method, a chip card having a first memory device for value points is made ready for use and/or initialized. Said value points provide authorization in order to obtain services and/or support of a determined system provider. A determined amount of money is transferred to the system provider and a quantity of value points corresponding to said amount of money is stored in the first memory device of the chip card. The decentralized subscriber connecting system is released and the corresponding services and/or support are obtained by means of a communication of the peripheral counting and locking element with the chip card which is inserted in the subscriber connecting unit. Finally, the quantity of value points corresponding to the obtained services and/or support are reduced. In a simplified billing method, transfer data is transmitted by means of a programming unit from a service provider/dealer to the customer via the chip card which is fed in his connecting unit. The data is confirmed there and is executed afterwards as normal bank transfers after another confirmation for the purpose of ordering services/goods.
