[origin: WO9955092A2] A method and apparatus for maximizing channel utilization by minimizing the number of null packets in an output stream such as an MPEG standard Transport Stream is provided by updating the output rate of a multiplexer such that its input buffers are constantly being serviced. The output rate is updated at the boundary of each serviced packet. In an alternative embodiment, the output rate is updated at the boundary of every L packets.
