Accordingly, it is possible to save electric power supplying costs, to reduce the electric power rate by a user, and maximizing the profit of the electric power supplier. The electric power meter is used for IC card payment type gas and water meters in which the IC card having credit value is transferred and stored in an off-line state. Accordingly, the electric power value and the added value measurement is easily and rapidly performed. Therefore, it is convenient for the user and remarkably reduces all the costs.
