The cutting element (12) includes a deformable member (12a) attached to the holder (11) and a cutter member (12b) attached to the deformable member (12a). Part of the cutter member (12b) is caused to protrude from the first and the second covers (13, 14) when the deformable member (12a) extends radially of the drive shaft.
