The base (150) comprises two communicating orifices (151, 152) emerging in each cavity (140) in the proximity of the bosses (120). The rotor (200) comprises a body (210) with a circular outline (220) centred on the axis (O) in sealed contact with the summit (123) of the bosses (120), vane housings (230), each receiving a vane (240).
