[origin: EP1247717A1] The device has an anchorage part (3) in the ground and a bearer part (1) attached to the anchorage part on bearings and to which the signal (2) is attached. The bearer part can rotate with respect to the anchorage part about an essentially vertical pivot axis (6) and can be locked in position.
