[origin: WO03056993A1] The invention relates to an apparatus that is used to dispense a strip of material. Said apparatus comprises a case (1) containing a hollow drum (3) having a longitudinal slot which receives an articulated cutting device (4). The aforementioned case comprises two flanges (5a 5b) which are articulated in order to receive a roll holder (6) supporting a roll of wiping material (b). Moreover, said drum is connected to start means and a loading button (9). The apparatus is characterised in that it comprises a device (12) which is used to control and reposition the roll of material each time the drum rotates and which is disposed on the drum. Said device is in point contact with the roll each time the drum rotates, such that the roll is repositioned.
