The speed adjusting device (26) stops the lifting/lowering of the cage (6) according to the moving speed of the cage (6). Moreover, the emergency stop device (28) is provided in the cage (6) and connected to one position of the speed adjusting rope (26) so as to stop lifting/lowering of the cage (6) according to the operation of the speed adjusting rope (26). The speed adjusting rope (26) is formed as an endless shape and rolled on the speed adjusting device (22). Furthermore, by changing the cross-sectional view of the speed adjusting rope (26), the operation speed of the speed adjusting device (22) is changed according to the position of the cage (6).
