The inventive device comprises a preferably flat element (1) which can be disposed on the base, wall or cover area. Said flat element comprises meandering type or parallelly guided tube or conducting elements (5) which contain energetically influenced and/or informed water. Said device can be formed in a space-saving and economical manner and can be mounted in a simple manner in spaces and/or buildings which are to be shielded.
