The present invention is the phosphor that is represented by the general formula xAO·y 1 EuO·y 2 EuO 3/2 ·DO·zSiO 2 wherein A is at least one selected from Ca, Sr and Ba, D is at least one selected from Mg and Zn, and 2.970‰x‰3.500, 0.001‰y 1 +y 2 ‰0.030, and 1.900‰z‰2.100 are satisfied, and that has 50 mol % or less of the divalent Eu ratio (ratio of the divalent Eu element to the total of the Eu elements) in the vicinity of the surface of the phosphor particle.
