[origin: EP1892342A2] The device (1) has a retainer (3) for fastening the device in a bowl, and an exchangeable tank (2) for provisioning a flowable active substance. A hollow pin retains a cylinder-like package (6). The retainer and the cylinder-like package are formed and arranged such that the retainer and the cylinder-like package taken up by the hollow pin partially penetrates into a delivery opening of the tank during attachment of the tank into a holder (4).
