[origin: EP2009815A2] A system (10) and method (100) of communicating signals is provided. The system (10) includes a plurality of satellites (12), at least one receiver (14), and at least one satellite uplink station (16). The plurality of satellites (12) include at least one active satellite. The at least one receiver (14) is in communication with the plurality of satellites (12), and receives a signal from the at least one active satellite. The at least one satellite uplink station (16) is in communication with the plurality of satellites (12), and transmits the signal and alters a frequency of the signal based upon a location of the at least one active satellite to reduce a Doppler frequency shift when activating and deactivating the plurality of satellites (12).
