In said method, a first network element (K1) that is logically closest to a user requesting the network service manages a file into which data can be entered in respect of a user authorization to receive the network service. Also disclosed is a network element comprising means for allowing and blocking transmission of a network service to a user requesting the network service. Said means can be switched in accordance with the authorization data contained in the data memory.
