[origin: WO2009040867A1] The device comprises a fixed supporting structure (3) and a winding unit (5), a rolling guide (7) for the winding spindles (A); a winding spindle magazine (9), a pair of arms (31) oscillating about an axis of oscillation, to lift the winding spindles towards the winding spindle magazine. The oscillating arms each comprise two mutually pivoted portions (41, 43), so that they can be lowered below a standby position of the winding spindles, even when a spindle is in this position.
