[origin: EP2206674A1] It is an object to provide a braking device and a hoisting machine, which can be miniaturized while the braking torque does not depend on a rotational direction of a braking drum. In order to achieve the object, the braking device and the hoisting machine of the present invention includes an electromagnet mechanism including a stationary core by which the movable core is pulled by an electromagnetic coil and pressed by a pressure spring; and a braking member that is mounted on the movable core and brakes a braking drum, whereby the movable core is pivotally supported with respect to a shaft center, which is tangentially extended in a rotational direction of the braking drum, and rotated by the stationary core, and the braking member is pressed against or separated from the braking drum.
