[origin: WO2011079325A1] A method for forming a uniform film structure and a uniform film-layered structure that converts the wavelength of emitted light. The method includes providing a first surface of an article; forming on the first surface at least a layer of phosphor particles that are phosphor powders or have phosphor powders and a binder material; and forming on the layer of phosphor particles a first binder layer, to secure the layer of phosphor particles, the phosphor powders occupying more than 75% in volume of the layer of phosphor particles.
