[origin: EP2600672A1] This disclosure discloses a PUCCH radio resource allocation method and a radio resource manager. The method includes that: the radio resource manager groups code-division resources, and combines time-division resources, frequency-division resources and the grouped code-division resources into a plurality of PUCCH resources according to an optimization order; the radio resource manager arranges the plurality of PUCCH resources according to the generation order of the plurality of PUCCH resources to form a resource pool, and employs an allocation pointer to point to the first PUCCH resource in the resource pool; when a terminal needs to be allocated with a PUCCH resource, the radio resource manager allocates to the terminal the PUCCH resource to which the allocation pointer currently points, and moves the allocation pointer to point to the next PUCCH resource. With this disclosure, the demodulation performance of uplink control channel can be improved.
