The device (500) has a processing unit used to compare toll information of primary vehicle (10) with control information of secondary vehicle (20). The secondary vehicle is provided to capture image of primary vehicle during operation of secondary vehicle in control mode. The image pick-up is not possible in a standby mode. The image recording is possible in control mode. The change of operating mode is executed automatically based on the recognition of fulfillment of change condition. The secondary vehicle is provided to receive condition over communication radio network (40). Independent claims are included for the following: (1) decentralized controller; and (2) toll system for toll-requiring vehicle.

Zur Kontrolle des mautpflichtkonformen Betriebs eines mautpflichtigen ersten Fahrzeugs (10) übermittelt eine zentrale Kontrolleinrichtung wenigstens eine Bedingung an ein zweites Fahrzeug (20), welches bei Erfüllung dieser Bedingung selbsttätig aus einem Ruhemodus in einen Kontrollmodus wechselt, in dem es durch eine von dem zweiten Fahrzeug (20) mitgeführte dezentrale Kontrolleinrichtung (200) ein Bild eines des ersten Fahrzeugs aufnimmt und Bilddaten dieser Bildaufnahme des ersten Fahrzeugs (10) und/ oder daraus ermittelte Textdaten des Fahrzeugkennzeichens zusammen mit einer Kontrollinformation über ein Mobilfunknetz (40) an eine zentralen Kontrolleinrichtung (500), die diese verwendet, um eine zu dem Fahrzeugkennzeichen des Fahrzeugs (10) vorliegende Mautinformation zum Vergleich mit einer Kontrollinformation des zweiten Fahrzeugs (20) zu ermitteln.
