[origin: EP2698332A2] The device has rotating portions (10a,10b,20) that are rotated around a spool axis (S). The rotating portion (20) is set closer to rotating portions (10a,10b), when rotating position is in primary end position than in secondary end position. The rotating portions are rotated jointly around spool axis, if rotating portion (20) is located in primary end position. The rotating portions (10a,10b) are provided with suction element (32) for pulling side wall (54) of spool. The position of suction side of suction element is changed relative to rotating portion (10a,10b).
