A window blind apparatus 1 includes a frame 3 defining an opening 2; a plurality of slats 4 juxtaposed to each other in the opening 2 in a direction Z; a pair of link mechanisms 5 for linking the plurality of slats 4 to each other; a raising and lowering mechanism 6 for raising and lowering the plurality of slats 4, starting with a lowermost slat 4a; and a tilting means 7 which is disposed on a rear side of the slat 4 and tilts the plurality of slats 4 on the basis of the raising and lowering of the slat 4a by the raising and lowering mechanism 6.
