[origin: EP2882254A1] There are provided a terminal, a base station, a communication method, and an integrated circuit for enabling the base station and the terminal to efficiently perform received power measurement and perform a measurement report in a communication system in which the base station and the terminal perform communication with each other. The terminal that performs communication with the base station, includes a reception unit 205 that performs received power measurement that is based on a first signal in a certain cell, in which in a case where a configuration of a second signal is set and the certain cell is not set to a predetermined carrier type, the reception unit 205 performs the received power measurement that is based on the first signal, and in a case where the certain cell is set to the predetermined carrier type, the reception unit 205 performs the received power measurement that is based on the second signal.
