[origin: WO2014162750A1] A method for decoding a video bitstream is described. A base layer bitstream representative of a video sequence is received. A plurality of enhancement bitstreams representative of a video sequence is also received, wherein each of said base layer and/or enhancement bitstreams includes direct dependency data. Said base layer bitstream and each of said plurality of enhancement bitstreams are decoded, where a picture of said base layer bitstream encoded in an intra-coded IDR or intra-coded BLA shall have a corresponding intra-coded IDR or intra-coded BLA pictures for each of said enhancement bitstreams at a corresponding picture of said base layer bitstream, except in the case that one of said enhancement layer is not an independent bitstream.
