At least part of the hank yarns surrounds a rotatable cutting wheel (2) to be guided; the cutting wheel (2) is provided with a plurality of cutters (3) on its circumference; the cutters commonly act with pressure elements loaded with pressure or force so as to make the fiber hank yarns to be cut between the pressure elements and the cuttersl; the cutting wheel (2) is coupled with a driving device (9) in a driving manner. The device is characterized in that a stator (4) is arranged inside of a shaft (10), wherein the cutting wheel (2) and the shaft (10) are connected through a tensioning device which is capable of releasing,and the tensioning device opens or closes in an axial movement direction of the stator.
