The treatment-target supply mechanism 8 is configured to supply a treatment target to the furnace chamber 4 from a treatment-target container 7 disposed around the furnace chamber 4. The edge portion of air-supply mechanism 20 is configured to supply air toward the surface of the treatment target just having been put into the furnace chamber 4 by the treatment-target supply mechanism 8 to suppress reduction reactions of phosphorus oxides contained in combustible waste.
