Abstract (en)
[origin: GB2526617A] A first base station (or eNodeB) determines that load should be offloaded from a first cell towards a second cell based on a comparison of respective measurement result of a first type obtained for the first and second cells. The first base station controls load balancing based on a second comparison of respective measurement result of a second type for each of said first and second cells, wherein said second condition, when met, indicates that a base station operating the second cell will not offload load to the first cell based on the respective measurement result of the second type for the first and second cells. This prevents a first base station offloading load to a second base station only to have the second base station offload it back to the first base station (i.e. oscillating or ping-ponging between the two).
