The washing tank (5) is provided with through holes (23) for allowing water to flow between the washing tank (5) and the outer tank (3). Discharging ports (43) for discharging water into the washing tank (5) from the upper side (Z1) through the water path (4) are arranged around whole area of the circumferential direction S of the washing tank (5).
