[origin: EP3442255A1] A first base station (BS) receives at least one user equipment (UE) capability of the communication device, receives an access restriction configuration for the communication device. The first BS configures the communication device to measure a second radio access technology (RAT), when the at least one UE capability indicates that the communication device supports a dual connectivity (DC) of a first RAT and the second RAT and the access restriction configuration indicates that the communication device is allowed to use the second RAT; and not configures the communication device to measure the second RAT, when the at least one UE capability indicates that the communication device does not support the DC, or when the access restriction configuration indicates that the communication device is not allowed to use the second RAT.
