The surface-treated steel sheet is characterized in that in measurements using anode polarization, the current density ratio of a current density I1 at a potential representing a reaction of stannous oxide (SnO) after undergoing a heat treatment equivalent to coating and baking to the sum (I1 + I2), where 12 is a current density at a potential representing a reaction of stannic oxide (SnO2), is less than 0.36.
