The laying device (40, 40a) is distinguished by the fact that it has a flat transport element and a vacuum device (45) which are able to be activated and deactivated under open-loop and/or closed-loop control by the open-loop and/or closed-loop control device, wherein the vacuum device (45) is connected to the flat transport element such that the tape (5, 5a) can be held on an underside of the flat transport element by means of a negative pressure generated by the vacuum device (45).
