The device comprises a rod forming unit (15) to which endless strips of a wrappingstrip (12), a tobacco material (1) and a heating strip material (3) are fed, wherein an endless rod (4) in a shape fixed by the wrapping strip (12) is formed in the rod forming unit (15) and has the tobacco material (1) and the heating strip material (3) arranged therein; and a cutting device (14) which separates the rod-shaped tobacco segment (9) into endless strips (4) of predetermined lengths,wherein the endless strip of the heating strip material (3) has weak points (5) regularly arranged in the longitudinal direction, wherein the distance between every two adjacent weak points (5) in theheating strip material (3) corresponds to the predetermined length of the tobacco segments (9), wherein the cutting device (14) cuts the tobacco segments out of the rod (4) in the regions of the weakpoints (5) of the heating strip material (3).
