[origin: EP3561110A1] The present invention relates to a method for manufacturing a high strength and high toughness steel material which is mainly used at an extremely low temperature and used in various parts of ships for LNG transport and LNG fuel vehicles. Provided are high manganese steel having superior low-temperature toughness and yield strength and a manufacturing method thereof, the high manganese steel comprising, in terms of wt%, C: 0.3 to 0.6%, Mn: 20 to 25%, Mo: 0.01 to 0.3%, Al: 3% or less (including 0%), Cu: 0.1 to 3%, P: 0.06% or less (including 0%) and S: 0.005% or less (including 0%), and including at least one selected from among Cr: 8% or less (including 0%) and Ni: 0.1 to 3%, and including other inevitable impurities and the remainder being Fe, wherein said Mo and P satisfy the following relationship expression (1):1.5≤2*Mo/93/P/31≤9,anda microstructure comprises austenite having a grain size of 50 µm or less.
