Abstract (en)
Embodiments of this application provide a resource scheduling method and a device. The method includes: transmitting, by a terminal device, at least first indication information to a network device on a pre-allocated uplink resource, where the first indication information is used to indicate a data volume of to-be-transmitted data of the terminal device; and transmitting the to-be-transmitted data on an uplink resource if the terminal device receives at least second indication information transmitted by the network device, where the second indication information is used to indicate the uplink resource allocated by the network device to the terminal device. In the embodiments of this application, when to-be-transmitted data is MBB service data, the terminal device may transmit a data volume of the MBB service data to the network device on a grant-free resource, so that the network device allocates an uplink resource to the terminal device and the terminal device transmits the MBB service data on the uplink resource, thereby implementing a mechanism for the terminal device to apply for an uplink resource or transmit data by using the grant-free resource.
